As Biden has announced further sanctions against Russia in response to Russia’s invasion of Ukraine, more and more news outlets have focused on the problem of how to actually track and then target Russian oligarchs’ assets.

As Chuck Collins and other experts have demonstrated, thanks to tax havens and tax loopholes, Russian oligarchs and other multi-millionaires and billionaires have succeeded in hiding massive amounts of wealth here in the United States, including in states like South Dakota that are particularly friendly to wealth hoarders (as exposed in the Pandora Papers and elsewhere.)
